IRZ Visit in Bishkek/ Kyrgyzstan

The IRZ met several times with central judicial institutions in Bishkek in the week from 15 to 18 October 2013.

The IRZ has been cooperating with the Kyrgyz Ministry of Justice since 2011. Since then, it has organised events in Kyrgyzstan and in Germany dealing with legislation, criminal law and the freedom of information. On 16 and 17 October 2013, a seminar was held dealing with state-building, with special consideration of administrative structures. In this context, the participants from Kyrgyzstan were particularly interested in the federal structure of the Federal Republic of Germany. This topic was covered in the kick-off presentation given by Dr. Wilfried Bernhardt, State Secretary of the Judiciary and for Europe of the Ministry of Justice of the Federal State of Saxony. Dr. Bernhardt is on the IRZ Board of Trustees as representative of the federal states. Ms. Grieser, member of the National Regulatory Control Council and former Mayor, was in charge of the largest part of the German presentations and the related extensive discussions with participants from different judicial institutions.

The State Secretary Dr. Bernhardt and the Director of the IRZ Dirk Mirow moreover met high-level representatives of the Supreme Court and the Office of the Public Prosecutor General. They furthermore held discussions with three delegates of the Kyrgyz Parliament, amongst them Mr. Erkin Alimbekov, Chairman of the Committee for Human Rights, Constitutional Rights and the Constitution, focussing on the development of the judicial reforms in Kyrgyzstan and topics for the cooperation with the IRZ.
