Accessibility statement

This accessibility statement applies to the website published at www.irz.de for IRZ e.V. (Deutsche Stiftung für internationale rechtliche Zusammenarbeit eingetragener Verein or German Foundation for International Legal Cooperation).

As a public sector body governed by Directive (EU) 2016/2102, we strive to make our websites and mobile applications accessible in accordance with the provisions of the German Federal Act on Equal Opportunities for Persons with Disabilities (“Behindertengleichstellungsgesetz des Bundes” or BGG) and the Ordinance on Accessible Information Technology (Barrierefreie-Informationstechnik-Verordnung or BITV 2.0) implementing Directive (EU) 2016/2102.

Status of compatibility with requirements

The accessibility requirements are pursuant to §§ 3 paragraphs 1 to 4 of the BITV 2.0, which was enacted on the basis of § 12d BGG.

The compliance review is based on an assessment carried out in January 2021 according to legal requirements and global standards (EN 301 549, BITV 2.0).

The website is only partially compliant with the aforementioned requirements, as the following exceptions were identified in the review.

The contents listed below are not free from barriers:

  • Content in German sign language and easy-to-read language is missing.
  • Images and graphic functions do not always have meaningful alternative texts.
  • The hierarchy of headings that can be determined programmatically deviates in part from the structure of page contents.
  • Some input fields do not have a label that can be determined programmatically.
  • The reading order is not consistently logical, making it difficult for screen reader users to grasp content.
  • The contrast requirements are not consistently met.
  • There are font graphics for which no programmatically determinable alternative information is available.
  • The language selection function cannot be operated with the keyboard.
  • When navigating with the keyboard, the focus is not always clearly visible.
  • Text parts in other languages are not sufficiently marked for screen readers.
  • Links to document formats such as PDF are not consistently marked accordingly.
  • PDF documents are not barrier-free.
  • Not all controls have a name, role or status that can be determined for assistive technologies (e.g. screen readers).
    Justification

IRZ e.V. is constantly working on improving its website and, due to the abundance of material on the portal, has not yet been able to make all content and services digitally accessible. We are currently working on the relaunch of our website and plan to make all the content on the new website accessible.

The BGG arbitration body is tasked with supporting out-of-court dispute resolution in the event of disputes relating to accessibility between persons with disabilities and public bodies in Germany.
