Mongolia: Creating justice, building trust: IRZ launches its first EU Twinning Project

Driven by a shared commitment to justice, transparency and the rule of law, the European Union and Mongolia have launched the EU-funded Twinning Project ‘Effective Implementation of Judicial Reforms in Mongolia’.

On 30 May 2025, the constituent meeting of the Project Steering Committee in Ulaanbaatar marked the start of an ambitious partnership. The project team, led by Resident Twinning Advisor Christoph Kopecky, kicked off the first phase of the project with the participation of Supreme Court President Mr Ganzorig Damdin, EU Ambassador H.E. Ina Marčiulionytė and German Ambassador to Mongolia H.E. Helmut Kulitz, among others.

The meeting focused on the adoption of the first action plan – a dynamic roadmap developed jointly with Mongolian partners that will serve as a guideline for the coming months. This first phase sets a fast pace with coordinated activities in three components: strengthening institutional capacities, promoting professional exchanges and improving public communication by the judiciary.

EU Ambassador Ina Marčiulionyte highlighted the far-reaching impact of the project: "A solid justice system is the foundation of democracy. We believe that the results of the Twinning Project will have a positive impact on the EU's future engagement in Mongolia."
